Sounds like it time for rebuild. How many miles are on the Bronco? Around 150k-170k? I had a 1995 Bronco that had similar problems, a rebuild solved the problems. Plan on spending $1500-$2000

$4250 is a fair deal if it's 4WD. If it's a 2WD V6 then it's worth closer to $3500, and a bit less than that if it's a 4 cylinder.

Edit: All 4WD's were V6s for 2000. So $4250 is a fair deal IMO.
